Why does bush always come up with a plan that leaves out help for the poor people who need it the most?

Shouldnt this plot include everybody? This plot will cause a burden on society because those with poor credit histories will become homeless and society will have to foot the welfare bill to take care of those excluded from the plot.

"bush said the Federal Housing Administration, a government agency that provides mortgage insurance to borrowers through lenders in the private sector, would launch in coming days a program called FHA Secure. The program would let homeowners who have excellent credit histories but can’t afford their current mortgage payments to refinance into mortgages insured by the FHA."

Tax breaks and help should start with the poor. bush thinks the opposite and gives the tax breaks to the wealthy. If you want to improve society, first help those who need it the most. A ceo’s pay went up but the federal minimum wage is still a meager .85.

"On May 25th, 2007 President Bush signed into law a bill that will increase the minimum wage, .10 will be the final increase at the end of a three-step schedule. The first increase will take effect after 60 days from the date of the bill enactment from .15/hr to .85, on July 24, 2007, the minimum wage will then increase from .85/hr to .55 on July 24, 2008 and it will finally settle down as the new federal minimum wage at .25 per hour on July 24, 2009. "
